CISA Optimal Staffing Levels

Department of Homeland Security Secretary Markwayne Mullin recently told Congress that the Cybersecurity and Infrastructure Security Agency (CISA) would ideally have 2,800 personnel to effectively carry out its cybersecurity mission.

This number is up from the current approximately 2,200 personnel, but down from the 3,400 personnel the agency had before the second Trump administration began. President Donald Trump has pushed to reduce personnel numbers at the agency, a move that has drawn criticism from both Democrats and Republicans on the Hill.

CISA Budget Cuts and Personnel Reductions

President Trump has proposed hundreds of millions of dollars in cuts for fiscal 2027, which has raised concerns about the impact on CISA's ability to carry out its mission. House Homeland Security Committee Chairman Andrew Garbarino, R-N.Y., expressed his concerns about further proposed CISA budget cuts and their potential impact on personnel numbers and funding for education programs.

Mullin acknowledged that DHS funding lapses have forced the department to rethink CISA, although the deep CISA personnel reductions predate the recent government shutdowns. He emphasized the need for CISA to work with public partnerships to achieve its goals, saying that with 2,800 people, the agency can work well if it can establish the necessary partnerships with states and use grants and saved monies to invest in local and state municipalities.

CISA Personnel Figures in Flux

CISA personnel figures are constantly changing, with the current staff figure of 2,200 being down from December. In March, acting director Nick Andersen said CISA was looking to hire 300 people. Despite this, there has been no proposal from the Trump administration to shift funds formerly allocated to CISA to state governments for cybersecurity.

State officials have stated that CISA budget cuts have made their jobs harder, and most experts have said that the Trump administration's approach to shift cyber responsibilities to states is misguided. Congress has yet to permanently reauthorize the State and Local Cybersecurity Grant Program, which expired last year and is due to expire again in September.

CISA Leadership and Authorities

CISA has gone without a Senate-confirmed director for the entirety of the second Trump administration. However, Mullin said that a person will soon be nominated to run CISA, someone who has the ability to recruit and focus on the authorities the agency has.

Mullin emphasized that CISA has unique authorities that haven't been completely utilized, and that the agency should be the leader in cybersecurity. He stated that CISA will be the leader in cybersecurity, and that the agency has the potential to make a significant impact with the right personnel and resources.

A House Appropriations subcommittee is set to consider a DHS funding bill on Friday, which will likely include provisions related to CISA's budget and personnel. As the cybersecurity landscape continues to evolve, it remains to be seen how CISA will be affected by the proposed budget cuts and personnel reductions.
